The focus of the 2021 Virtual Spring Seminar is to provide tools, knowledge and new ideas to help all participants. This year’s virtual seminar will bring key industry updates necessary to stay current as benefits professionals.

The day begins at 8:45 am with the EBPA Hosted Morning Agenda.  Midday keynote speaker is Dave Chase, Health Rosetta. The afternoon is Hosted by WP&BC Seattle Chapter featuring breakout sessions, and Kendra Kosco Isaacson, US Senate HELP Committee. Rounding out the day is a lively and fun Sponsors' Reception!

9:00 - 10:00 am - Direct Contracting: Achieving Benefit Cost Savings and Improving Member Experience  

Too often when managing benefits we make trade-offs between the cost of our health plan and the ease of use for our employees. Why does it seem that the cheapest plans cause the most questions and/or problems? What if that didn’t have to be the case? A new approach around direct contracting has been developed, the focus of this presentation, making it easier to access care, lower your costs and boost the quality of health outcomes for members.

Session attendees will learn about the following:

  • Best practices and strategies for success from innovative new models of direct contracting
  • Why value-based approaches are gaining traction and taking off including client successes
  • How results from cost savings and improved outcomes are achieved including increased employee engagement
  •  Practical tips and tools that help evaluate and determine your organization's readiness
  • Applying lessons learned from large employers to fit the needs of smaller to mid-sized companies

Eastside Health Network (EHN)




David LaMarche joined Eastside Health Network (EHN) in May 2017. David is an experienced health care professional with over 23 years of experience in managed care contracting, business development, finance and clinical operations. He is responsible for the leadership facets of EHN including strategy, contacting, network development, and quality. David also provides oversight for the organization’s key operational functionalities. Prior to his time at EHN, David spent nearly 20 years at Virginia Mason where he developed and expanded at-risk and population-based payment models with performance measures linked to risk- adjusted total cost of care and quality metrics. He also led strategic planning related to health care reform, reimbursement trends and new business opportunities. David earned an MBA from Anaheim University’s Akio Morita School of Business and a B.A. in Business Administration from Washington State University.


Jaja Okigwe

Jaja Okigwe joined First Choice Health in April 2018 as CEO. With 20 years of healthcare industry experience, Okigwe brings with him a portfolio of expertise that will drive strategy and innovation. Jaja previously worked with Premera Blue Cross serving as Director of Operations, then Vice President of Special Products Development where he led the strategic planning for Stop Loss that resulted in a 20 percent increase in new business. In 2007, he assumed the role of Vice President of Strategic Development and in 2014, was promoted to Senior Vice President of that same division. Jaja is well-positioned to lead First Choice Health as we continue to adapt and innovate in the ever-changing health landscape.


Anisha Sood

Anisha joined First Choice Health from investment firm Echo Health Ventures, a joint collaboration between two BlueCross BlueShield insurance companies, where she led investments in venture and growth-stage healthcare technology and services companies. During her time at Echo, Anisha also served on the Board of Directors for a number of the firm’s portfolio companies. Anisha has spent her career in healthcare, previously consulting for the Gates Foundation and working in Credit Suisse’s Healthcare group as a Vice President of Investment Banking in New York. She received her MBA from Carnegie Mellon and BS in Biomedical Engineering from the University of Southern California.

Christine McCullugh’s career began with American Express LTC in Boston, moving to the Northwest in 1992 to manage the Oregon American Express LTC office. In 1996 she started LTC Solutions, Inc. and has become recognized by insurance companies, benefit brokers and employers as a national expert in group LTC insurance. LTC Solutions is headquartered in Redmond with 30+ employees and over 300 employer clients nationwide. 

Christine is a speaker, consultant, and member of AHIP’s Long-Term Care Curriculum Review Committee, offering insights that are helping shape the future of LTC insurance. She provides expertise with the most up to date information of the LTC market.  Recently she was brought in to testified at the WA Senate Health and Long Term Care Committee HB 1323 supporting an amendment to extend the opt out to 12/31/2021.  This will provide more time for the committee to study opportunities for greater coordination between the private market and the trust program.
